BM colors that pass the Paradise Valley Hillside cap.

591 exterior-rated Benjamin Moore colors are under the LRV 38 cap and pass our screen for the blend clause. The Hillside Building Committee makes the final call. Interior-only colors and colors BM doesn’t recommend for exterior use are filtered out automatically.

Section 2207.II.D of the Town’s Hillside Development Regulations sets two rules for exterior colors, subject to Hillside Building Committee review:

  • “There shall be no paint or material colors used which have a LRV (Light Reflecting Value) greater than thirty-eight (38) percent.” — the LRV clause.
  • “Materials used for exterior surfaces such as structures, walls, roofs and fences shall blend with the surrounding natural setting and avoid high contrasts.” — the blend clause.

Article XXII doesn’t name a Munsell number; the Hillside Building Committee applies the blend clause case by case. We approximate it with a Munsell chroma screen. It is strictest on blues, teals, violets, greens and blue-leaning pinks, and holds warm hues (tans, browns, terracottas, brick reds, roses and corals) to chroma 7, which leaves out intensely saturated colors. So some roses and corals make the list, but the committee may still find one too bright for a hillside; confirm it with the Town before you buy.

The same 38% limit applies to the visible underside of a cantilever and to solar shingles and solar tiles; regular solar panels have to be built into the design or hidden from view. Mirrored glass and permanently reflective metallic surfaces are prohibited. Contrasting accent colors above 38% are allowed on small elements such as doors and window mullions only with the Hillside Building Committee’s explicit approval. The application asks for board-mounted color and material samples, or color specifications, labeled with the manufacturer, color name and LRV.

Article XXII applies inside the Hillside Development Areas on the Town’s map, and to any lot where the natural ground under the building pad slopes 10% or more, whether or not it’s on the map. Homes outside those areas fall under standard zoning and any private CC&R rules.
